RULES 21 & 22
21. RULES BINDING ON CLUBS
21. EACH MEMBER CLUB SHALL BE DEEMED TO HAVE GIVEN ITS ASSENT TO THE FOREGOING RULES AND AGREED TO ABIDE BY THE DECISIONS OF THE MANAGEMENT COMMITTEE SUBJECT TO RULE 16. EACH MEMBER CLUB MUST ABIDE BY ANY ISSUED FOOTBALL ASSOCIATION CODE OF CONDUCT.
21.(A) AT ANY GROUND THE CONSUMPTION OF ALCOHOLIC DRINKS OR DRUGS BY PLAYERS, SUPPORTERS OR CLUB OFFICIALS OF ANY CLUB AT ANY SOUTH BIRMINGHAM SUNDAY FOOTBALL LEAGUE MATCH IS NOT PERMITTED, ( EXCEPT WERE ON PRIVATE GROUNDS THE DRINK IS PURCHASED FROM THE LICENSED BAR AT THE CLUBS CLUBHOUSE, AND CONSUMED IN ACCORDANCE WITH THEIR RULES AND REGULATIONS ). CLUBS ARE REMINDED THAT THEY ARE RESPONSIBLE FOR THE ACTIONS AND CONDUCT OF THEIR PLAYERS, OFFICIALS AND SPECTATORS. CLUBS WHOSE PLAYERS, SUPPORTERS OR CLUB OFFICIALS ARE FOUND TO BE IN BREACH OF THIS RULE SHALL BE CHARGED AND DEALT WITH UNDER RULE 10.(F)(6). ( THIS RULE CARRIES A £200.00 FINE )
22. FINANCE
22.(A) THE MANAGEMENT COMMITTEE SHALL DETERMINE WITH WHICH BANK OR OTHER FINANCIAL INSTITUTE THE FUNDS OF THE COMPETITION BE LODGED.
22.(B) ALL EXPENDITURE IN EXCESS OF £10-00 SHALL BE SENT TO THE LEAGUE CHAIRMAN ON AN LEAGUE EXPENSES FORM AND THEN THEY SHALL BE APPROVED BY THE MANAGEMENT COMMITTEE. CHEQUES SHALL BE SIGNED BY AT LEAST TWO OFFICERS NOMINATED BY THE MANAGEMENT COMMITTEE.
22.(C) THE FINANCIAL YEAR OF THE COMPETITION WILL END ON 31st JULY
22.(D) A CERTIFIED BALANCE SHEET, OF A COMPETITION SHALL BE PREPARED AND SHALL BE VERIFIED ANNUALLY BY SOME SUITABLE PERSON(S) WHO SHALL BE APPOINTED AT THE ANNUAL GENERAL MEETING.
